Repro steps
1) Multi-select many files (say 20) in the Solution pane.
2) Right-click and choose Build Action.
3) Choose "Content".
4) Go get a cup of coffee.

CPU usage goes to 100%, takes a minute or two to change the Build Action to Content. If you choose just a few at a time, it's a fairly fast operation. But it gets really slow really fast. I don't know if it's O(n^2) or worse--certainly feels a little worse than that.

Probably happens the same in the other direction, or with other Build Actions as well.

Seems like it should be possible to change many (like even 100) Build Actions to Content in under a second.

this has been fixed about a year ago

I have checked this issue by following steps in Description with creating new project and observed that CPU usage does not goes up after choosing Build Action as Content. I waited it for 5-20 mins. All goes well.

Hence, closing this issue.
