"Bad" Cycle 7 designer tabs padding
[Cycle 7] Android designer tabs have excess padding on the left side when "Source" tab is selected
## Regression status: regression in Cycle 7
BAD: XamarinVS 126.96.36.1993 (514438c)
GOOD: XamarinVS 188.8.131.52 (0dd817c)
## Steps to replicate
1. Create a new "Visual C# > Android > Blank App (Android)" solution.
2. Double-click the "Resources\layout\Main.axml" file to open it in the Android designer.
3. Select the "Source" tab.
## BAD Results (on XamarinVS 4.1.0)
There is almost a full extra tab width of empty space to the left of the "Designer" tab.
(The tabs also appear _above_ the horizontal scroll bar in Cycle 7, rather than below it. This doesn't seem to cause any usability issues. Perhaps it was even an intentional change? On the other hand, maybe that change in positioning is really the underlying problem. One inconsistency that suggests that the change in position might be _unintentional_ is that when the "Designer" tab is selected, the tabs do appear _below_ the scroll bar just as in Cycle 6.)
## GOOD Results (on XamarinVS 4.0.3)
There is no extra space to the left of the "Design" tab.
## Additional environment info
For testing expediency, I only checked in the one environment where I happened to first see the issue: VS 2013 Update 3. But I'm pretty sure it will affect any version of VS 2012, 2013, or 2015.
Window 8.1 (64-bit) in VMWare Fusion.

I can confirm using the latest Visual Studio 2017 Preview version 15.3 I am still able to reproduce this issue.
