@Naqeeb is this only occurring in VS? Can you reproduce on Mac or Windows XS? Moving to the VS extension now as there's no reason I can think of for why this emulator shouldn't behave the same as any other. I'm wondering if this is not a dupe of the behavior we had seen in the past of emulator's not showing up right away on a clean install, but I can't seem to locate that bug now...

I have checked this issue with build Xamarin.VisualStudio_18.104.22.1682_fb9e9f3c82ef86b653a43f13acc51902d66570d7
