AdHoc build fails to load embedded on-demand resources.

Steps to reproduce:
1) Open iTravel sample in XS:
https://github.com/xamarin/private-samples/tree/master/ios9/iTravel
2) Archive All
3) Create AdHoc ipa with embedded resources
4) Install ipa on device
5) Run application on device and press "Paris" table item

Current result:
ODRDownloadRequest fails with - https://gist.github.com/abb93ee5c20f39fa4dd45fa900bc98b0

Expected result:
Resources should be loaded without any errors with log - https://gist.github.com/d47c76365ba518203bb8a0da48d04cd1

Workaround:
Pick application archive created by XS and export AdHoc ipa with Xcode publishing workflow.
*.ipa generated by Xcode loads on-demand resources successfully.

Note:

XS was also codesigning the asset packs embedded in the Ad-Hoc IPA but it appears that Xcode does not do this.

I think the problem is the isStreaming property of each assetpack in the AssetPackManifest.plist file...

When embedding, Xcode seems to set the value to `0` while we just always set it to `YES`.

I've fixed the code to set it to `0` when embedding and `1` when not (which is what Xcode does).
