Create a new Xamarin Forms (portable) project in visual studio.
Add a new XAML form to the portable project as follows...
<?xml version="1.0" encoding="utf-8" ?>
Set the MainPage in app.cs to new Views.MainPage() (or whatever you called yours)
Run the UWP application on Windows Phone 10 (10.0.10586.107)
Click on the "hamburger" to show the "Master" content.
No title (ContentPage.Title = "Master") is displayed at the top of the content. It should be.
I'm attaching the sample project I used to test this.
Forms 184.108.40.20605 BAD
Forms 220.127.116.11 GOOD
I was able to reproduce the issue with Forms 18.104.22.16805 however it appears to have been fixed in newer versions of Forms.
