this resolved bug and you do not yet see a matching new report.
Just upgraded from 4.0 to 4.2 and found that somebody removed build-win32.sh in April, assuming nobody uses it. Well, the assumption is wrong.
It was removed by commit 44f87d758e5ca13609b70134f532d2382b3680e7.
The script was unmaintained for a very long time so it's a bit surprising it still worked for you. The recommended way for building Mono on Windows is shown at http://www.mono-project.com/docs/compiling-mono/windows/.
We don't currently have up-to-date docs for cross-compiling Mono for Windows (the page at http://www.mono-project.com/docs/compiling-mono/windows/cross-compiling-mono-for-windows/ is quite outdated), so I'd be happy to accept a pull request to the website for updating that page.
The build-win32.sh file is available at https://github.com/mono/mono/commit/44f87d758e5ca13609b70134f532d2382b3680e7 if you'd like to maintain it yourself going forward.
Closing this since we want to consolidate the docs and scripts for building Mono and this file isn't in scope, but thanks for the report!
FWIW, the old script still seems to be working for
126.96.36.199 Cycle 7 Service Release 1 .
I am using mingw 6.2.0 as shipped by fedora.

Finished cross-compiling the C part of 188.8.131.52. The resulting binary seems to work fine under wine.
It is not too difficult to revive the script - you just do
git show 44f87d758e5ca13609b70134f532d2382b3680e7^:build-mingw32.sh > build-mingw32.sh
chmod a+rx build-mingw32.sh
if you are sitting on top of a local mono git clone.
