Test case

"The "CollectBundleResources" task failed unexpectedly" if any BundleResource file name contains the "+" plus character

## Regression status: not an immediate regression

BAD: XamarinVS    (019d80f) + Xamarin.iOS (dab1554)
BAD: XamarinVS 3.11.1594.0 (a06d6d5) + Xamarin.iOS

(XVS 3.11 ("Cycle 5 – Service Release 5") hits essentially the same problem, though the exact wording of the error is a bit different.)

## Steps to replicate

Attempt to build the attached test case from Visual Studio.

(The test case is just a new single view template iOS app with a BundleResource file named "Info8+.plist" added to the "Resources" folder.)

## Results

I have checked this issue with the Cycle 7 build:


I observed that I am successfully able to build attached test sample provided in bug description.
