The project setup is like this:
resxInLib: contains resource for pt-BR.
RefResLib: references resxInLib
ResourceTest: references RefResLib (but not resxInLib).
Try to execute the solution, and you'll hit a ManifestMissingException. The resource for pt-BR is not in the app.
Now add a reference to resxInLib in ResourceTest and rebuild. The app now runs successfully.
It would be nice to get this fixed!
This is a nightmare to manage on large solutions.

Just a quick update, the fix has not been included in any release yet. It should be in 3.1.x whenever we do a release of the 3.1 series.
