Description of Problem:

The TcpClient and TcpListener classes on Windows do not correctly create IPv6 sockets.  A SocketException with the message "An address incompatible with the requested protocol" is returned.  

Steps to reproduce the problem:
1. Attempt to open a TcpClient or TcpListener with an IPv6 IPEndpoint.

How often does this happen?

We are seeing a similar issue with TcpClient.BeginConnect: http://forums.xamarin.com/discussion/66732/does-xamarin-support-ios-ipv6-only-networks

It should be fixed in master
