This is the same Bug 21064, but it is not fixed in Xamarin.Forms version (Android).
When Entry loses focus, Completed event is not raised
If you press Enter in the soft key, then Completed event is raised.

This is the intended behavior as you can read in the documentation:

"Xamarin.Forms.Entry.Completed Event
Occurs when the user finalizes the text in an entry with the return key."
