Please provide a test case that demonstrates the issue so we can fix it.

Look at the stacktrace. It is pretty obvious. 
Do you know what System.IO.File is ?

Or you are a bot that asks for repros ? 


And i dunno what TZ. Compare with .NET. IT is your job, not mine.

Could you tell me the Timezone/locale configuration of the test device or
whether your app programmatically change this information.

It could be very much that the timezone you're asking is not available on the system. In which case is not a bug, but a limitation of the platform.
