As Ram shows in the screencast above, this only occurs when the platforms/android-mnc folder still exists in the users android-sdk. If that folder is removed, we correctly display and use android-23 (6.0).

Now android designer shows the new API level "Android 6.0(v23)".
This issue has been fixed. Hence I am closing this issue.
