This issue seems to be device-specific on a Tesco Hudl 2 x86 device(http://www.tesco.com/direct/hudl/). I would also assume it would fault on related devices, but has worked in the past. It seems that the device cannot enter debugging mode and fails on the line:

Then checking to see if the debugruntime is available it seems like it is indeed there.

Works in 3.9.547 (XA 126.96.36.199), does not work in earliest version of 3.11 - 3.11.445(XA 188.8.131.52). Also does not work in Stable currently(XA 184.108.40.206)

Cannot reproduce via a new project, this seems project specific and device specific. Thus a reproduction of the current project configurations has been attached.
Tried to reinstall the shared runtime, but the situation remains the same.
"Start Without Debugging" works and deploys.
Please let me know if anything else is needed.
The device in question is x86. The issue might repro on other x86 devices.
I am closing this issue due to age and lack of other users running into this problem.
