On both windows as mac, MonoDevelop doesn't handle the quotes (' & ") when using the VS Internation keyboard layout. This is the preferable layout when being in The Netherlands. The editor doesn't respond to any ' or  " key. Switching to default VS keyboard layout makes them work again.

It's not 100% the same as 625, because it's a different operating system. But it's the same issue: "gtk can't handle keyboard inputs correctly on other OSes than linux".
