The CreateTemporaryDirectory msbuild task does not handle Unicode characters properly in Xamarin.Android

This issue is related to #27076 and uses the same repro steps, but is new to

I have checked this issue and I am able to reproduce this.

Step I followed:

1. Create an android application in XS.
2. Copy project in folder named "TestãApp".
3. Reopen the project in XS and build it.

I observed that on building the project user gets following build error:
C:\Program Files (x86)\MSBuild\Xamarin\Android\Xamarin.Android.Common.targets(5,5): Error XA0000: Unexpected error - Please file a bug report at http://bugzilla.xamarin.com. Reason: System.IO.DirectoryNotFoundException: Directory 'C:\Users\Arpit\Desktop\TestàApp\Bug_32127\Bug_32127\bin\Debug' not found. (XA0000) (Bug_32127)
