On Windows / WinRT, a Vertical Scrollview does move vertically, but it also moves slightly horizontally. This is unexpected and confuses users. This does not happen on other platforms.
Can be demonstrated using the ScrollViewDemoPage in the FormsGallery solution. Just run it on Windows, and move the scroll view sideways using gesture on touch screen.
Unable to reproduce using the latest Xamarin Forms on 8.0/8.1/10.0 emulators when using the mentioned ScrollViewDemoPage.
Please specify which version you mean by "latest".
I still see the reported behaviour using "22.214.171.12492"

What version of Windows are you using to do this? The video you provided indicates it's Windows 8 or 8.1, but I will reasonably assume the latter. I am providing a screenshot of what it looks like on my end (in Windows 10) after having added an explicit Windows project to the solution and running the application. There may be a difference in behavior between 8 and 10 because of the appearance of padding on the left hand side. For the time being I am setting this to NEEDINFO until things are completely clarified.

Thank you for the update. I am going to attempt to gather some information from elsewhere to see if there is some discrepancy between 8.1 and 10 with regards to how the scrollview is being handled.
Propose this be changed to CONF as I don't think you NEEDINFO from me.

Windows 8.1 Test Screencast
I was not able to reproduce this issue on Windows 8.1. I used the FormsGallery sample and Forms 1.4.4.
I've attached a video from my test.
I am going to set this to not reproducible for the time being as the issue is not occurring on 8.1 as shown in the latest attachment. If a reproduction project is supplied that shows the issue in question, then we would be able to investigate this further.
Re-tested using XF 188.8.131.5229 . The problem does not occur with UWP build, but does still occur when built as store app for Windows 8.1 RT. When built for Windows 8.1 RT, the issue occurs whether running the app on Windows 8.1 or Windows 10.
Re-tested using XF 184.108.40.206 . Still an issue on Windows 8.1 RT, but not on UWP.
Having built (64 bit) for Windows 8.1 RT, I deploy to physical Lenovo Flex 10 notebooks, one running Windows 8.1 and one running Windows 10. On both devices, whilst the user is using the touch screen to scroll a ScrollView vertically, if the user moves their finger horizontally the ScrollView moves up to approximately 1.25 inches sideways. This is unexpected and confusing for the user. Win 8.1 RT should behave like the other platforms, with ScrollViews only moving in the direction of their orientation.
