This has been fixed on a different branch.

https://github.com/mono/monodevelop/commit/82e8055ed3911bcab828dd93b6f1848f53e72239

Xamarin Studio: 6.0.0.2474 (roslyn)

As a workaround you should be able to add the gtk-sharp package to the library project before adding the new gtk file.

I have checked this issue with C7 build XS 6.0 (build 5156) and I observed that I am successfully able to create new component.
Please refer the screencast: http://www.screencast.com/t/qD3xz09jz7Vs

This issue seems fixed to me, so as of now I am closing this issue. If someone face this issue again so feel free to reopen it OR file a seperate issue for the same.

Thanks..!
