1) Create a solution
2) Choose 'Add existing folder'
3) Select a directory outside the project tree
4) Choose to copy the files locally

The files and directories which are added to the solution are not put under version control

This appears to be a cosmetic issue. The git VC system does not refresh and so the incorrect icons (indicating the files are not under version control) are shown in the Solution pane. If the solution is closed and reopened the correct icons are displayed.
