It might be helpful to display some message when the device list is empty indicating why the list is empty, most likely because there are no devices/simulators attached/installed that have the minimum OS version that the project requires. 

In the support case that raised this enhancement request, the customer had to update Xcode after updating the Xamarin  tools to get the simulators needed to deploy his project. I am assuming they had a Deployment target of 8.4 and an 8.4 simulator did not exist until the latest version of Xcode released publicly today.

We changed the way the list works to add Unsupported Devices for iOS. The list will show when SDK versions don't match, and it includes an option that can be clicked to set it correctly. Marking as Resolved->Fixed.
