when run mono it's start to dynamically load libgdiplus. but in stread of use the standard linux library loading way it's try to directly load the library, and of course it's failed with this error message:
Exception rethrown at :
---> System.TypeInitializationException: An exception was thrown by the type initializer for System.Drawing.GDIPlus ---> System.DllNotFoundException: libgdiplus.so
at (wrapper managed-to-native) System.Drawing.GDIPlus:GdiplusStartup (ulong&,System.Drawing.GdiplusStartupInput&,System.Drawing.GdiplusStartupOutput&)

the problem here is to try to load libgdiplus.so in stead of libgdiplus.so.0. the versioned .so files are for dynamic loading while the unversiond for development only (see more description of the problem here:
of course if the libgdiplus-devel package not installed then the symlink to the version package missing and the execution failed.
imho it's a bug in mono library loading and libgdiplus is packaged right.
It seems this was fixed some time ago as all the Xamarin-packaged libgdiplus versions include libgdiplus.so now, closing.
