The component documentation is a bit older than the nuget package in this case.

You actually need to have a target framework of 4.1 (API Level 16) or higher to install the Google Play Services component.  You can still set your minimum SDK version to something lower than that if you'd like, but in order for everything to compile properly (including resources) the app must target 4.1 or higher.

The component documentation is updated in master for next release.  Thanks
