+1 for this.  The designer is nearly useless without the ability to precisely control the stacking of views from the outline, like Xcode has had since the dawn of time.

We also need the ability to drag and drop new control instances from the Toolbox right into the outline at a specific position.  Right now you drag controls onto the canvas, which go into a seemingly random view in the hierarchy.  Then you have to hope and pray you can re-stack it in the right place.

Let's implement this in three distinct phases. 1 and 3 are mostly independent, but 2 will require some backend work and will depend a little on 1.

1) Allow re-ordering views when the parent view does not change. i.e. if there are 3 items in a stackview we should allow them to be re-ordered.

2) Allow moving views to be the child of a different. i.e. if you have this structure:
-UIVIewController
  - UIView
    - UIView1
      - UIButton
    - UIView2

We should be able to create
-UIVIewController
  - UIView
    - UIView1
    - UIView2
      - UIButton

This may require rewriting constraints. It may also require rewriting Outlets. I believe we can leverage the work in this PR to enable this scenario: https://github.com/xamarin/designer/pull/13

3) Allow direct drag/drop from the toolbox to the outline panel.
