your current version information, steps to reproduce, and relevant error
messages or log files if you are hitting an issue that looks similar to
this resolved bug and you do not yet see a matching new report.
When logged out of your Xamarin account, there is a message when opening a file that says a Xamarin Business or Xamarin Enterprise subscription is needed to proceed. Now that there is Starter support, the message will need to be updated accordingly. This was with the latest stable version 3.11.445 / 5061f92

1) Start VS
2) Log out of Xamarin account if logged in
3) Make a new Android blank app
4) Open the Main.axml file
5) Observe the message stating that you need a Business or Enterprise subscription
You _do_ need business or enterprise to use the designers, so that message is absolutely correct.
