If I have a Page (ContentPage) with the following simple Content:

ScrollView scrollView = new ScrollView
  Content = [.. a new StackLayout containing enough Entry controls to get a scrollable content where all controls are not Enabled]

StackLayout stack = new StackLayout
  Children =

On Windows Phone you will not be able to scroll the content if all the Entry controls are not Enabled. Eventhough the controls are Enabled you will still need to fix the focus on some of the controls for been able to scroll. You can not scroll by tab in the empty area on the screen.

On both Android and iOS it is working very fine

I have checked this issue and I am able to reproduce the reported behavior.

When I try to scroll the view when the "IsEnabled" property of all the entry controls are set to "false", I observed that I am not able to scroll the view on Windows Phone/emulator. However when I set the "IsEnable" property to "true" I am able to scroll the view by tabbing on the empty area.

I am not getting this behavior with android and iOS.

I also have noted this GENERAL bug. 
Master-Detail-Page (I use a menu with Image and text):
- On a master-detail-page, the items only can be selected properly, by tapping 
  directly on an image or on a text (content).
- If the user taps on empty space somewhere on the master-page, the LAST 
  selected (WRONG!) entryis selected, what is very confusing for the user 
  and makes he think, it's a bug in the logic of the app 
  (I have taped on menu-item A and menu-item X is called...?)

- A ScrollView only can be scrolled, if the user tap's on somewhat with content
 - if he taps to and empty space, he is not able to scroll the ScrollView

This is an IMPORTANT bug (that only exist on WP), as he makes the whole app unusable.

Once again - this should have a high importance (should be solved in the NEXT release) as it is a general problem in the WP-platform and prevent us to ship the app on the WP-platform.

I think, I have found the Issue.
The InputTransparent.property hast to ALL visual elements (ScrollView, StackLayout and so on) has to be set to true for WP whereby for iOS it has to be set to false and Android don0t matter.

I also have posted this on the 1.4.4-pre3 thread and suggested, that this should be changed in WP (true per default).

Further, the Xamarin description (default = true) is FALSE.
