### Description

When ContentDispositionHeaderValue class is ran, there will be an exception if there is a tilde within the strings for the value check

### Steps to Reproduce

1. Download/Decompress Server and Client
2. Open Terminal and change directory into the decompressed folder
3. run mono ./ServerApp1.exe 
4. Open Client in XS
5. Run Client app

--- At this point this should fail

6. Comment out lines 29-30 in Program.cs
7. Uncomment lines 32-33
8. Run again

### Expected Results

The results should be the same between the program running 29-30 and 32-33

### Actual Results

The app crashes when running 29-30

Already fixed in Mono 4.0
