   The content of a Frame is not clipped by the bounds of the Frame.

**Steps to Reproduce:**

		<Frame OutlineColor="Red"
				<StackLayout BackgroundColor="White"
				<Image Source="dog.jpg"
				<StackLayout Padding="11" IsClippedToBounds="true">
					<Label Text="Title"
					<Label Text="The Description"

**Actual Results:**

   See this image. The corners have content bleeding through. Also, the bottom does not show the Outline color. You may have to zoom in to see: http://screencast.com/t/wEJgUdKi

**Expected Results:**

   Outline color should be solid all the way around.

I have tried this issue and able to reproduce the reported behavior at my ends.

Steps To Reproduce:
1. Create a Xamarin.Forms Application (PCL).
2. Add Forms Content page Xaml in the solution. 
3.Copy the above code and paste it inside the <ContentPage.Content></ContentPage.Content>
4. Call the content page.
5. Run the application and observe that corners have content bleeding.Zoom in to see it.

The clip is set to the bounds, not to the rounding of the corners.
