MD always re-runs the MSBuild CoreCompile target when using MSBuild on Windows.

This is because of the MSBuild _ComputeNonExistentFileProperty target, which sets the CoreCompile target to depend on a nonexistent file "" if the following condition is true:
  ('$(BuildingInsideVisualStudio)' == 'true')
      ('$(BuildingProject)' == 'false')
      ('$(UseHostCompilerIfAvailable)' == 'true')

Apparently this is because of the VS in-process compiler.

This means that M4A projects always rebuild when deploying.

It looks like we should force UseHostCompilerIfAvailable should be false, since we never have such a compiler anyway, and the MS C# common targets set it to true if it's not set.

I guess you could argue that MD shouldn't be setting BuildingInsideVisualStudio = true since it's not strictly true, but I don't know what else that affects.
