Windows 7 Professional, Service Pack 1 64 bit
VS 2013 Premium Version 12.0.31101.00 Update 4
NuGet Package Manager 2.8.50926.663

This came up during my Xamarin University XAM120 (Xamarin Forms) class.

I go to New project -> mobile apps -> Blank App (Xamarin.Forms Portable)

Get the following error:

Package Installation Error

Could not add all required packages to the project. The following packages failed to install from 'C:\PROGRAM FILES (X86)\MICROSOFT VISUAL STUDIO 12.0\COMMON7\IDE\EXTENSIONS\XAMARIN\XAMARIN\\Packages':`

`Xamarin.Forms. : Could not install package 'Xamarin.Forms'. You are trying to install this package into a project that targets 'portable-net45+win+wpa81+MonoAndroid10+xamarinios10+MonoTouch10', but the package does not contain any assembly references or content files that are compatible with that framework. For more information, contact the package author.

I see references to this type of error and it talks about VS2013 not being at least update 2 (I’m on update 4), or Nuget Package Manager needing to be 2.8.3 or higher (I’m on 2.8.50926.663). This seems to show the same error: here.

Note: I can run Phoneword (in Xamarin Android Player) contained in the class materials (Part 03 Resources/Phoneword.Completed). I just can't seem to create the "Blank App (Xamarin.Forms Portable)" project.

Also, the instructor (Andrian Stevens) asked if I could create a "Class Library (Portable)" project and then add Xamarin.Forms via Nuget after. I get the same error. And Adrian confirmed that he also gets the same error when attempting to manually add Xamarin.Forms to the project via "manage nuget packages".

I am not able to reproduce this issue at my end using the stable build (XVS 3.9.236) as well as XVS 3.9.239 and XVS 3.9.289

I have tried on Windows 7 32 bit as well as Windows 7 64 bit

Also the version of the following at my end:
VS 2013 Premium Version 12.0.31101.00 Update 4
NuGet Package Manager 2.8.50926.663

And the Xamarin.Forms. are getting installed successfully at my end.

Below is the screencast for the same:

Reading the forum post it seems to be a problem with the PCL profiles that Visual Studio installs on Windows. The following knowledge base article has information on how to resolved the problem:
