https://components.xamarin.com/view/googleplayservices works for Android 4.0+ which is correctly reflected in its description. However, Google Play Services supports 2.3 (Gingerbread) as stated at, for example, http://android-developers.blogspot.com/2013/10/google-play-services-40.html. Why doesn't your component support it?

You can still set 2.3 as your minimum target SDK.

Haven't heard back, but presuming the issue is your target framework version is not set high enough (try setting it to at least 4.1).  This is the api level your app is compiled against, however you can still set your minimum target sdk to be 2.3 if you like so the app will still run on older api levels.  You just need to ensure you don't use any api's at runtime that aren't available on those older api levels.
