not using custom resource rules

My App was rejected on application loader due to 

"ERROR ITMS-9000: "This bundle is invalid. The Info.plist contains an invalid key 'CFBundleResourceSpecification' in bundle "

Just checked the bundled Plist as one in the past month and its exactly the same... ( except the build number and host)

The CFBundleResourceSpecification in the bundled plist is...

According to apple doc
"Do not use the --resource-rules flag or ResourceRules.plist. They have been obsoleted and will be rejected."

but I am not even using custom resource rules (See Attachment)
