If you have a xamarin android, ios or wp project in your solution then everyone will get the xamain login popup even though they're not even building any of the xamarin projects.

We have are a team where only a few have xamarin licesnes because other team members are focusing on developing the server side of our solutions with technologies such as WebAPI. Every time they try to build the WebAPI project they get at least 2-3 xamarin login popup windows and a "find a ios build host".

Stop showing the xamarin login and find ios build host windows when people are not even building the xamarin projects!

I have tried to reproduce this issue at my end and I am able to reproduce this is issue. To reproduce this issue I have followed below steps:

1. Created an WindowsForms application in VS
2. Build application and observe that it build successfully
3. Added Xamarin Application(iOS/android) in same solution
4. Now again try to build WindowssForms application by right clicking the application

I observed that VS gives trigger to login with Xamarin accout and WindowssForms app does not build.

Expected result:
User should able to build non-Xamarin application and Xamarin trigger should not appear.

As we've added several improvements to our activation
mechanism since the bug was reported, I'm resolving it tentatively as Fixed.
That said, if you're still facing this issue with current bits, please feel
free to reopen the bug.
