The issue seems to occur when the following is true and only in iOS:
The content in the ScrollView cannot be scrolled (because it can be fully displayed) while in the vertical (portrait) orientation.
The content in the ScrollView can be scrolled (because it cannot be fully displayed) while in the horizontal (landscape) orientation.
When these conditions are true, the following steps will reproduce the issue:
Rotate to the horizontal position.
Scroll the content of the ScrollView all the way to the bottom.
Rotate back to the vertical position.
The content is now stuck scrolled half way up the page and cannot be scrolled down.
I have created the solution below to allow the issue to be easily reproduced following the steps above:
I have checked this issue and with the help of steps mentioned in bug description I am able to reproduce this issue.
When I change the orientation of device to landscape mode and scroll the scrollview to the bottom and change the orientation to the portrait mode, scroll view stuck half way up the page and we cannot scroll down the scroll view.

The inverse is also true. The scrollview works fine in portrait orientation (and fits so it doesn't scroll) but when rotating to landscape scrolling is not enabled so the view is clipped and the user can't scroll.
I've also recently discovered this issue doesn't seem to occur in ios7 only ios8 - not sure if this helps in finding a resolution.
Fixed in 1.3.2-pre1
