Is not possible create PCL libraries that working with Xamarin.Android and Xamarin.iOS using F#, the only way is using C#, as usual. All PCL profiles doesn't include Xamarin platforms in its targets. It'd be wonderful official support for that.

As per the issue reported, it seems that this is an enhancement been asked for.
Such that for the F# also there should be the support for the template projects under the Mobile Apps and its corresponding templates the way it is for C#, i.e.
1. Blank App(Xamarin.Forms Portable)
2. Blank App(Xamarin.Forms Shared)
3. Class LIbrary(Xamarin.Forms Portable)
As of now confirming this issue.
However, this need to be confirmed by the developers that whether this enhancement need to be implemented or not.
