Steps to Reproduce :

1. Create a Xamarin.Forms PCL project
2. Add the Xamarin.Forms.Maps Nuget to Xamarin.Forms PCL project  in Android Platform Project.

Actual Result : Xamarin.Forms.Maps package is not adding and throwing error.

Expected Result : Xamarin.Forms.Maps package should add successfully without throwing any error.

This looks like a problem with the Team City server and not the Xamarin.Forms.Maps NuGet package. If you use the Official NuGet Gallery as the package source in the Add Packages dialog the Xamarin.Forms.Maps 1.2.3.6257 NuGet package installs into an Android project without any errors.

The problem with the Team City server is that it does not have Xamarin.GooglePlayServices 16.0.0 NuGet package.

NuGet when it installs Xamarin.Forms.Maps will look at the dependencies for the Xamarin.Forms.Maps NuGet package, see that it needs Xamarin.GooglePlayServices 16.0.0 and then will install the lowest version that is compatible which happens to be 16.0.0. Since Xamarin.GooglePlayServices 16.0.0 does not exist on the Team City server the install fails.

Trying to install Xamarin.Forms.Maps using the Team City server enabled in Visual Studio I get the same error that Xamarin Studio shows: "The remote server returned an error: (404) Not Found."

So you can either switch to using the main nuget.org package source or another fix would be to add the Xamarin.GooglePlayServices 16.0.0 NuGet package to Team City.
