MSBuild uses 'Inputs' and 'Outputs' to fast-path targets so they only execute if the input file is newer than the output file (or hte output file does not exist). The xamlg task is missing these. As such, every time CoreCompile is background invoked and every time the user manually builds, every .xaml.g.cs file is regenerated which in turn forces the actual compilation to occur.

Could you please provide steps to reproduce this behavior ? So that we can reproduce this issue at our end.
