The following code causes an error to be thrown stating "UNKNOWN APPLICATION"

[BroadcastReceiver(Enabled = true, Exported = true)]
[IntentFilter(new[] { Intent.ActionNewOutgoingCall })]
public class DialReceiver : BroadcastReceiver
public delegate void NewOutgoingCallEventHandler();

public override void OnReceive(Context context, Intent intent)
