Recently, this error has been occurring for folks building and deploying to iOS simulators and devices. 

I know this is a rather generic error, however several users are reporting it: http://forums.xamarin.com/discussion/24057/ios-failed-to-start-application-on-the-target-simulator

Message: error MT0024: Could not find required file '/Users/mac/Library/Caches/Xamarin/mtbs/builds/App1/80e08e8b42e9226ba09756b5985c2288/bin/iPhoneSimulator/Debug/App1.app/Info.plist'.

Both cases in forums are related to mtbs/VS support

I think we can close this as a duplicate of a new bug I just filed that includes one way to reproduce this error in normal use:

Neither the forum thread nor the Desk case contains any evidence to suggest that bug 23953 is _not_ the same problem.
