Description of Problem:
When I create a new class file or view controller in a folder, MonoDevelop should append the folder name to the namespace for that file. This is something that Visual Studio does very nicely and allows developers to keep better control of their classes in namespaces for organization.

Steps to reproduce the problem:
1. Create a folder 
2. Create a new view controller in that folder

Actual Results:
The default namespace is used.

Expected Results:
The namespace should have the folder name appended to it.
