In the System.Security.Cryptography namespace (at least) the following .Net 4.5 classes are missing:
public abstract class DataProtector
public sealed class DpapiDataProtector : DataProtector
These classes are used by the security infra in Microsoft.Owin (katana) extensively. 
For DpapiDataProtector it seems that the needed underlying security is already implemented in mono in the ProtectedData class.

 It can be worked around by implementing a custom owin dataprotection class. But that means that a default microsoft.owin deployment will not be able to apply security out of the box.
