In the System.Security.Cryptography namespace (at least) the following .Net 4.5 classes are missing:
public abstract class DataProtector
public sealed class DpapiDataProtector : DataProtector

These classes are used by the security infra in Microsoft.Owin (katana) extensively. [1]

For DpapiDataProtector it seems that the needed underlying security is already implemented in mono in the ProtectedData class.

Expected behaviour:
- the missing classes are implemented

[1] It can be worked around by implementing a custom owin dataprotection class. But that means that a default microsoft.owin deployment will not be able to apply security out of the box.
