As I understand, developer should be able change target version, but I can't now. Because XS doesn't show me "iOS Application" row within app extension settings

You have to edit your Info.plist manually

(by manually, I mean, just double-click on your Info.plist and edit the key/value pairs - you'll want to set the MinimumOSVersion key)
