Test Case

### Overview: 

    The attached test case shows that XmlConvert.ToString(int value) returns unexpected results.

### Steps to Reproduce: 

    Minimized, easy-to-follow steps that will trigger the bug. Include any special setup steps.

### Actual Results: 

    The string value returned does not match the int.

### Expected Results: 

    The values should match.

### Build Date & Platform: 

    XA 4.12.6
    Mono 3.4.0

### Additional Information: 

    It looks like XmlConvert.ToString(int value) just does value.ToString(CultureInfo.InvariantCulture). 
    It might have something to do with the CultureInfo because value.ToString() gives the expected results.

I cannot reproduce this on 4.14.
