Developers should have the ability to scroll the ScrollView to a given Rectangle through an API call.

Example: There is a rectangle within the ScrollView's Contents to which you'd like to bring the user's attention, but it is outside of the currently visible area displayed in the ScrollView. It would be nice that if the rectangle was below the displayed contents, then you could scroll down until it was completely visible, and likewise if the rectangle were above. There could be an option for the rectangle could be scrolled to the start, center, or end of the scroll view's area, if the scroll length would allow it.

in the latest X.F builds, you can use the following ScrollView API to scroll programmatically:
- ScrollToAsync ()
- ScrollX
- ScrollY
