It looks like Mono doesn't support System.Text.Encoder.Convert is different then the .NET implementation. In my case I am using the UTF8Encoding. 

When passing a byteCount to the method, the Mono implementation does not take all bytes up to the byteCount, but instead just uses some chars of the given text.

The .NET implementation (correctly) takes as many chars as really fit into the buffer. 
Attached you can find a small testcase, which works with .NET but not with Mono:

The attached code shows some workaround for this problem. Yet it would be much easier to fix in the Mono class libraries.

Unfortunately the attached testcase ConvertShortText does still not work.

The attached test case is working fine with mono 4.0.0.
