While the support for custom collations has been recently added (bug #16542)
it is still not possible to add custom scalar function to sqlite under Xamarin.ios.
The callbacks are not static (like for the collections) and fail with:

Attempting to JIT compile method '(wrapper native-to-managed) Mono.Data.Sqlite.SqliteFunction:ScalarCallback (intptr,int,intptr)' while running with --aot-only. See http://docs.xamarin.com/ios/about/limitations for more information.
