Test case:

    using System;

    class Program
        static void Main(string[] args)
            Delegate d = new Func<int, int>(TestMethod);

            Console.WriteLine(d.DynamicInvoke(new object[0]));

        public static int TestMethod(int i)
            return i;

On Mono, this code prints out "0" twice.  On MS.NET, both calls will crash with a System.Reflection.TargetParameterCountException.

This appears to be due to this test succeeding for this delegate, when I believe it should fail: https://github.com/mono/mono/blob/aea002c50438df8bc1a6b53a214f6304f18bcfad/mcs/class/corlib/System/Delegate.cs#L411

I expect this conditional is intended to support invoking extension methods captured as delegates, but something is missing here to detect when this was or was not the case.
