An APK is only created when you deploy the app not when you build it. This is is painful when you are trying to upload to testcloud.
I have checked this issue and I am able to reproduce this issue.
I observed that when I build android application an APK file is not generated but when I deploy application APK file is generated. However I am getting deployment error i.e. "Deployment failed because of an internal error: 'aaptPath' is null and no pre-built Platform.apk exists!"
Regression Status :This issue doesn't exist on stable build (XA 4.12.5)

This is by design, so that building would be fast, as it would just build C# code. There is a command (and a MSBuild target) to create an apk.
