Yes. It's the "Insert Template" command. It turns into "Surround With" when you have a selection.

How is anyone supposed to know that Insert Template actually means Surround With? I didn't know that and the user didn't either. It sounds like we can resolve this by renaming the command to 'Insert Template/Surround With'. Does that sound good?

The command name in the menu changes contextually.

We could fix this issue by simply giving the command a *description* which would allow searching for it in the keybinding editor.

The description idea is the best way to fix that I think.
I added a description which should make it clearer.
