This may or may not be related to Xamarin Studio at all, but I was advised to file a bug anyways.

Step by step guide to recreate this bug

1.  Compile the project attached in Release mode (Debug Mode may or may not work, haven't test it)
2.  Go to the project's bin/Release dir and copy the app file somewhere, say the Desktop
3.  Go to the project's bin/Release dir, and run the Test11.pkg file created
4.  While installing, open the Installer's log window by pressing Command-L, and select "Show All Logs" from the drop down
5.  Install the package, but before the log disappears when you close the install, see the output mention a relocation of the install:  "PackageKit: Applications/Test11.app relocated to ..."

This seems to search for an existing Test11.app file on the computer and overwrites that instead of installing the Test11.app in the Applications dir.  I tested this on both a dev machine and a test machine and found that as long as a copy of Test11.app exists outside of the Applications dir, it will choose to overwrite that file instead of copying to the Applications dir.

This just seems to be the way .pkg's work and is not something we can override.
