Step to Reproduce:
1. Launch MonoDevelop.
2. Click on "Open the existing Solution" link.
3. Browse the "ContentProviderDemo" application.
4. Build the application and select "Debug" option under Active Configuration.
5. Click on Run from the top menu bar and select API 7 from select device
"Error: Could not access the Package Manager. Is the system running?" message display in Deploy to Device tab when we run the app on API 14 at Debug/Release mode.
Error should not occur and application should run and deploy successfully.

Today we have checked this issue on following builds :
VS 2010 / 2012
XS 4.0.8(build 2)
Now we are able to deploy application successfully on emulator API 14 without any error.
Hence closing this issue. Changing its status to verified.
