A commandline builder like MSBuild will fail to build correctly in this case.
I have tried to reproduce but I am not able to reproduce this issue using following steps:
I have only a library project which gives build error when I build it. Now I have added another project template(Android) and referenced library project to this project(Android), If I make android project to start up and build it, it still showing me build error.
Can you please provide me test project or steps so that I can also reproduce it at my end?
